Why is it that the clouds don't freeze? Why isn't there a frozen layer in the sky?

Condensations is the process by which clouds form.  I recall from school that warm air rises, and that the tiny droplets are what clouds are comprised of.  When these small water particles become too heavy, they fall as precipitation, or rain.  When they cool, they form snow flakes.  I put forth, the idea of gravity preventing clouds from remaining at the height they are, and instead, you could consider that the cloud falls to Earth, in segments when the temperature cools towards freezing.  Gravity is Queen of the Skye!
